Home / Digital Signature / DSC for e-Tenders

Last updated: 2 October 2026
Government e-procurement portals need a Class 3 DSC with both signing and encryption to register, sign and submit bids. Expertvuw’s team gets the right certificate for your bidding entity and helps you register it on CPPP, state portals and GeM.
E-procurement systems such as the Central Public Procurement Portal (CPPP) and most state and PSU portals use two functions of a DSC. The signing certificate authenticates the bidder and signs documents. The encryption certificate is used to encrypt bid documents so they can be opened only at the scheduled bid opening.
That is why tender portals generally require a Class 3 DSC with both signing and encryption. Many portals also expect an organisation DSC in the name of the bidding company, issued to its authorised signatory, rather than a personal certificate.
Only Class 3 certificates are issued, by Certifying Authorities licensed by the CCA. A DSC that expires between bid submission and bid opening can cause problems, so validity should be planned around your tender calendar.
